The purpose of this law was to increase access for women to screening for two common cancers that affect women today. The law has impacted many women's lives across the fifty states. It allows low income women to prevent and treat the early signs of breast and cervical cancer, and, have the same access to medical care as insured women.

This law encated in October 2004 gave states the right to provide medical care for Medicaid participants. Medicaid eligibles must be screened by the National Breast and Cervical Cancer Ealry Detection Program (NBCCEDP). This program provides free screenings to low income women.
