About: PRIMARY MEDICAL CARE
Question: What constitutes evidence of HIV diagnosis for clients to receive services under RWII?
Answer: For primary medical care, an FDA approved HIV antibody test is required, including confirmation by Western Blot or other CDC established method.
For all other services including case management, verification of the client's HIV status may include a copy of the client's actual antibody test result OR a written statement indicating the client has an HIV diagnosis signed and dated by a licensed prescriber (MD, DO, PA, or NP) or other professional staff person affiliated with the client's HIV primary care provider (such as an RN, social worker or case manager).
Allowing other professional staff people affiliated with primary care provider to write the statement is the only change to the policy that was implemented on 5/12/04. That revision to the policy is awaiting final approval which is anticipated the week beginning April 10, 2005. (Diana Jordan)
About: CASE MANAGEMENT
Question: Is Prevention Case Management (PCM) eligible for RWII funding and if so, does it fall under the Case Management line item within the subcontractor’s RW II budget?
Answer: Yes, PCM is eligible and it falls under case management in allocations spread sheet. However, a provider should split it out in their own budget. VDH needs to know about PCM programs because they are peer-reviewed differently (Michelle Baker).
About: HOUSING
Question: Can Ryan White II clients receive housing assistance with Ryan White II funds if they are receiving federal housing support through another program, such as support through Housing and Urban Development programs?
Answer: No, Ryan White II clients can not receive housing assistance from Ryan White II funds if they are receiving federal housing support (such as Section 8 housing vouchers).
About: TRANSPORTATION
Question: Multiple clients have been provided transportation during the same trip, how should I list the use of transportation funds when more than one client is traveling together.
Answer: The use of Ryan White funds should be listed separately for each client. You can document this by dividing the number of clients into the total expenditure of Ryan White funds used for the eligible trip.

Question: Are undocumented persons or persons residing in this country on expired Visas eligible for Ryan White II services?
Answer: Yes
